Reviewed the OscarLib log file sent by caezar, during initial status requests shaim receives several SNAC(01,0A) rate limit recalculations before being disconnected for flooding.

Work has been done around better throttling in OscarLib, and better dispatch in the driver - awaiting response on the shaim forum thread before closing.
